Chulalongkorn University Announcement, Featured News
Due to the intensified situation concerning the spread of the COVID-19 outbreak in the Bangkok Metropolis and many other provinces in Thailand as well as the fact that more than one student of Chulalongkorn University has recently been infected by the virus, to ensure uninterrupted and efficient operation of the University, and the safety and well-being of students and personnel, it is deemed appropriate to issue the following announcement:
By virtue of Section 27 and Section 32 of the Chulalongkorn University Act, B.E. 2551 it is therefore deemed appropriate that the University offices be closed temporarily and that adjustments be made to course instructions as well as the work performance of all personnel as follows:
1. That the University will temporarily close its offices located in the Bangkok Metropolis temporarily from April 11, 2021 until April 25, 2021.
2. Students and staff members are requested to refrain from leaving their place of residence, going to public places or engaging unnecessarily in social contact with other individuals, and to be responsible in closely following all news and information announced by the University.
3. Students and staff members are requested to strictly comply with COVID-19 protection measures determined by the government, the University and their work section.
4. That all instruction be offered via online format.
If there is evaluation and assessment during the period of this announcement, instructors shall avoid examination in an exam room or congregating in a group, and consider employing alternative evaluation and assessment methods such as online examinations, assignments, reports or take-home examinations. Such aforementioned measures shall also apply to periodical assessment and evaluation during the time instructions are carried out.
5. Unless determined otherwise, staff members should perform their work tasks from their homes.
Staff members who perform their work tasks from their home must be ready to receive instructions or to be contacted from their superintendents or persons involved in the task being performed. They should also continue to adhere strictly to discipline and order in their work.
The relevant section head or the supervising Vice President shall assign work tasks for the staff to complete as deemed appropriate, and closely monitor their work tasks so that the University or work section operates properly and efficiently.
6. The following staff members responsible for the following tasks are required to report for duty either at their work place or other designated locations:
(1) Safety and security maintenance of the University or work section,(2) Medical services only in cases of emergencies or absolute necessities,(3) Maintenance of basic physical structures of the University or work section,(4) Maintenance of basic technology and information technology of the University or work section,(5) Operations related to legal matters, regulations, court orders or ordinances, agreements or contracts requiring urgent attention and observance to deadlines,(6) Supervision of students residing in the University dormitories,(7) Performance of any other necessary or urgent tasks assigned or permitted by a section head or supervising Vice President.
The relevant section head or the supervising Vice President may adjust or reduce the days and times of staff-members in Paragraph 1 as appropriate and congruous with the situation and if it is deemed unnecessary for such staff members to report for work at any particular time he or she may perform his/her tasks from home in the manner stipulated in Section 5 of this announcement.
Staff members who report for work to perform tasks stipulated in Paragraph 1 must strictly comply with COVID-19 protection measures determined by the government, the University and their work section.
7. In cases where it is necessary so as not to cause interruption or damage to the University or a work section, the relevant section head or the supervising Vice President may conduct certain operations via electronic media as well as to instruct or conduct any operation related to the implementation of this announcement or to announce certain guidelines that do not conflict or negate this announcement.
8. In cases related to the operations of the enterprise agencies the supervising Vice President may issue orders or conduct certain operations as deemed appropriate and may adjust or reduce the days and times of staff members as appropriate or may instruct a staff members to perform his/her tasks from home or to perform his/her tasks only as necessary or as congruous with the situation.
9. All activities on and off the University campus that involve social contact shall be canceled. The relevant section head or the supervising Vice President may consider adjusting such activities to another format or postpone them until the situation has improved.
10. In cases where there is a problem or complication in the implementation of this announcement, the Chairman of the COVID-19 Chulalongkorn University committee shall have the final decision in determining the outcome.
This announcement shall take effect on April 11, 2021 and remain so until April 25, 2021. If the situation changes an announcement will be made accordingly by the University.
