Chulalongkorn University Announcement Opening of Offices, Class Management and General Operations

With reference to Chulalongkorn University Announcement regarding the Opening of Offices, Class Management and General Operations during the Easing of Restrictions Following a Decline in Cases Resulting from the COVID19 Outbreak (No. 2) dated November 24, 2021 allowing for the temporary opening of offices both within and outside of the Bangkok Metropolis starting from December 1, 2021 and relaxing some of the rules and regulations in line with the current situation of the pandemic;

To ensure that the operations of the University proceed smoothly and efficiently while keeping in mind the safety and wellbeing of students and staff members the following announcements are being made.

  1. That the University workplaces within and outside the Bangkok Metropolis be opened as usual from January 4, 2022 onwards. 
  2. Once the workplaces are opened the work units and agencies shall monitor the situation and see to it that measures for the prevention of COVID-19 announced by the government, relevant agencies and the University continue to be strictly and constantly observed. These measures include for example, requesting all persons entering buildings on the university campus to register on the Thai Chana or any other application monitoring risks in the number of COVID-19 patients or infected persons, temperature measurement, screening for symptoms, wearing masks, maintaining proper social distancing and providing adequate cleaning products for all persons while present on the premises. 
  3. All students and staff members shall strictly observe the COVID-19 preventive measures announced by the government, relevant agencies and the University and are urged to follow updates from the University.
  4. Matters related to instruction, course measurement and evaluation shall proceed according to the Chulalongkorn University Announcement on Guidelines for Teaching, Learning and Student Assessment during the COVID-19 Pandemic B.E. 2564 (2021) dated December 16, 2021 which places emphasis on Blended Learning in the Level One Situation. This could be altered if the situation worsens to another level of severity.
  5. When organizing activities both on and off campus work units and agencies should be mindful of whether it is necessary to organize such activities and to avoid having people assemble in large groups in one particular place. The number of persons for each activity shall be in accordance with what has been determined by the government or the University.

    Student activities shall follow the announcements of the Office for Student Affairs.   
  6. For staff members and their work operations, the Section Head or the Vice President in charge shall determine whether they should report to work on site or work from home. They may consider the options of halting, reducing, shifting or overlapping of days or times of work based on the type of work, necessity for reporting to work and the work site or any other reason in order to reduce over-crowding at the workplace or to prevent a possible spread of COVID-19 infections.
  7. In such cases where it is necessary for university personnel or students to carry out studies, research or perform work tasks outside the campus, the Section Head or the Vice President in charge may consider giving instructions or permission as needed and appropriate for the situation. As such, the student or personnel must strictly follow orders or measures determined by the government, relevant agencies or the University.   
  8. As for the class management, course evaluation and assessment as well as any activities related to Chulalongkorn University Demonstration Schools; the Dean of the Faculty of Education is authorized to instruct or carry out any matter as appropriate by giving the priority and taking into consideration the safety of the students as well as their effective education. In so doing it should strictly comply with the announcements or directives of the government, related agencies and the University. 
  9. The Section Head or the Vice President in charge may give orders or implement any matters related to this Announcement or to issue guidelines that do not contradict or conflict with this Announcement.
  10.  In cases where there is a problem or complication in the implementation of this announcement, the Section Head or the Vice President in charge shall have the final decision in determining the outcome.

This Announcement shall be taken into effect from January 4, 2022 until the University announces any further changes.
